Do you mean to buy alcohol/tobacco? Generally most states follow the same rules, generally it's considered one of the following:
1)State ID/DL from any US state
2)Passport (issued by the US or any other country)
3)Military ID (generally only US)
4)Some types of foreign countries driver's lic./IDs can be used, but it's more of a judgement call in most states of the person taking it. If it looks like a document that could not be forged easily or it's a document that they commonly see(for example Canadian ID for a store that get's lots of Canadians) most will allow it.
5)Tribal IDs are generally NEVER accepted since they can be too easily faked, and there's no strict controls even for issuing one.
6)Student IDs, Employer IDs, etc are NEVER accepted.
Finally most states require that the ID be valid. ie not expired. It seems dumb since your b-day doesn't change, but this way they can get extra money out of each person needing an ID.
Of course one thing that is implied in ALL of these is that there is a picture on it and that your b-day is stated. When taking foreign IDs it's easier to try and have it accepted if the picture is printed on the plastic, and it's not just a photo that's been laminated to it.
