How come some times i see some players from anther country the play withe difrence counter why? and its thet?

In the past, players who had dual citizenship or became citizens of another country were allowed to play for more than one country.

However, FIFA disallowed this practice of switching allegiences in the 1960s and once a person represented a country at senior international level he could only ever play for that country.

How come some times i see some players from anther country the play withe difrence counter why? and its thet?
